• Graduated with honors from the Law School of Moscow State University, defending diploma "The role of small parties in the two-party system of the USA"
• Defended PhD dissertation "Political activity of public associations in the USSR and its legal support".
• Created the Fund for Political and Legal Research "Interlegal", providing education in legal literacy, involving citizens in law-making work through civic legal expertise. Interlegal worked in RF, Ukraine, Kazakhstan, it joined permanent Commission on Education of the Council of Europe.
• Was a principal author of the draft of RF Law "On public associations",(adopted in 1995), "On political parties", "On charitable organizations"
• Created the Department of Public Policy at the Higher School of Economics, created International Master's "Political Analysis and Public Policy" with specialization in Human Rights and Democratic Governance and Double Degree Master Program - with Bologna University.
